In another article, we also explained the steps for acquiring a Computerized National Identity Card (CNIC) in Pakistan. There is another version of the CNIC (SCNIC) reserved for Persons with Disabilities (PWDs). By acquiring a SCNIC, persons with disabilities can get access to a number of benefits offered by the Government of Pakistan.
What is a Special Computerized Identity Card (SNIC)?
In 2009, the Government of Pakistan introduced the Special Computerized National Identity Card with an aim to cater for the special needs of PWDs. The special CNIC for people with disabilities is issued by National Database and Registration Authority (NADRA), which allows the registered PWDs to avail certain benefits provided by the federal and provincial governments in the country.
In this article, we will explain the process for obtaining a Special CNIC in Pakistan.
Benefits of SCNIC
A Special Computerized National Identity Card (SCNIC) brings special benefits for PWDs for various government services. A few benefits of SCNIC include:
- Eligibility to apply for a government job in Pakistan in line with a 2% employment quota designated for Persons with Disabilities (PWDs).
- Up to 75% concession in tuition fee of government institutions and up to 50% for private institutions.
- About 50% discount on total air, railway, and road fares.
- Free medical treatment of the SCNIC holder, spouse and children in government run hospitals and medical facilities.
- Assistance in getting wheelchairs, artificial limbs, hearing devices, and other rehabilitative aids.
- Exemption from tax on import of wheelchairs and other items related to disability.
- Provision and access to special parking spaces.
Documents and Requirements to Obtain SCNIC
The list of documents required to apply for Computerized National Identity card for the disabled residents of Pakistan are as follows.
- Disability Certificate
- Original and photocopies of parents’ CNIC
- Original and photocopies of NADRA Form-B
- Parent or guardian/blood relative must accompany the applicant for biometric verification
Application Process for Disability Certificate
To apply for a SCNIC in Pakistan, it is a prerequisite to have a Disability Certificate along with being a citizen and resident of Pakistan.
A Disability Certificate is a government-issued document to persons with disabilities (PWDs) that certifies the type and extent of the holder’s disability. To facilitate PWDs for issuance of Disability Certificate, the Government of Pakistan has established Disability Assessment Boards all over the country under Social Welfare departments. The boards usually consist of medical superintendents, doctors, and officers of Social Welfare Departments.

Application Process for SCNIC
Step 1: Make sure you have your disability certificate and other required documents mentioned above.
Step 2: Visit the nearest NADRA office with the required documents, to apply for a SCNIC.
Step 3: You will be issued a token. Wait for your turn until your token and counter number is announced.
Step 4: Proceed with the required documents to your designated counter along with a blood relative to perform biometric verification when processing your card. The individual (your blood relative) providing biometric verification should also be a holder of a valid Computerized National Identity Card.
Note: The applicant must physically visit the NADRA center while applying for SCNIC. In case it is not possible for the individual to physically visit a NADRA center, you can request a visit from a NADRA official at your home.
